Overview
Foxit built its reputation on being the PDF application that opened instantly when the alternative took twenty seconds, and the Pro editor kept that while growing into a full document tool. Text on a page can be edited in place with reflow across paragraphs, images can be replaced and repositioned, pages can be inserted, extracted, rotated and reordered, and the whole document can be converted out to editable document and spreadsheet formats with the structure preserved.
The Pro tier adds the things a business document actually needs: form creation with field logic, redaction that removes rather than covers, document comparison, optical recognition with searchable text output, encryption and permission control, and digital signature workflows. This build has all of it enabled with no subscription, no sign-in and no cloud component installed.
Editing a PDF like a document
Text editing works paragraph by paragraph, with reflow, so changing a sentence does not leave the rest of the paragraph in the wrong place. Fonts are matched from the document or substituted where the original is not embedded, and the substitution is visible in the editor rather than silently applied. Paragraphs can be resized, moved, given different spacing and reformatted.
Objects, images and vector elements can be selected, moved, scaled, replaced and layered. Whole pages can be inserted from another document, extracted into a new one, split at bookmarks, or reordered by dragging thumbnails. Headers, footers, page numbering, watermarks and backgrounds apply across a range and can be updated or removed as a set afterwards.
Forms, signatures and security
Form creation covers text fields, check boxes, radio groups, drop downs, list boxes, buttons and digital signature fields, with validation, calculation and formatting rules per field. An existing paper form scanned in can be recognised and turned into a fillable one automatically, and the field detection is good enough to need only a little correction. Collected form data exports as a data file for processing.
Security covers password protection with separate open and permission passwords, certificate based encryption, and permission control over printing, copying and editing. Redaction genuinely removes content, including the text underneath the black mark and the associated metadata, which is the distinction that matters and the one that trips people up when they use a drawing tool instead. Digital signatures can be applied, verified, and arranged into a signing order across several people.
Recognition, comparison and conversion
The recognition engine turns scanned pages into searchable text, either as an invisible layer over the image or as fully editable text replacing it. Batch recognition walks a folder. Language support covers the major scripts and the accuracy on clean office scans is high.
Document comparison shows what changed between two versions with the differences marked in place rather than as a list, which is the only useful way to review a contract revision. Conversion out to document, spreadsheet, presentation and image formats keeps tables as tables and headings as headings where the source structure allows. Batch conversion and batch security application both run over a folder without supervision.

Questions about this release
Is redaction really permanent?
Yes. The underlying text and the associated metadata are removed, not covered. That is the difference between this and drawing a black rectangle.
Does it install a cloud component?
No. It is removed from this build and there is no sign-in or subscription check.
Can it edit any PDF?
It edits text and objects on most documents. A scanned page is an image until recognition has been run on it, after which the text becomes editable.
Will it take over my file associations?
Only if you let it on the last page of setup, which you can decline.
Comments
Opens a 900 page document instantly. The suite I was using took half a minute.
Recognised a folder of scanned forms and made them fillable with barely any correction.
Comments are read before they appear. If a build stops working, say so here and it gets rebuilt rather than quietly left up.
Comparison marking changes on the page is exactly what our review process needed. No more diff lists.
